Arun Tandon, J. - (1.) HEARD learned Counsel for the Petitioner and learned Standing Counsel for the State -Respondents.

PETITIONER before this Court claims to have been appointed in the Rural Engineering Department of the State of Uttar Pradesh as supervisor for the period 1st February ,1983 to 25th June, 1984 thereafter from 1st July, 1984 to 28th March, 1985, thereafter he was discontinued and was denied engagement. However, it is stated that on representation made by the Petitioner he was again continued from 23rd August, 1985. By means of the notification dated 3rd August, 1990 it was informed that there is no work -charge employee in the office of the Executive Engineer, Gramin Abhiyantran Seva , Shahjahanpur and any person working as such stands removed. Petitioner while filing the present writ petition on 26th April, 1991 contended that Respondents have illegally refused work to him and therefore, an interim order was passed providing that if the Petitioner was working, he may be permitted to do so and paid his salary. Since the Petitioner was not engaged, he could not draw the benefits of the interim order. Up to that stage, Petitioner did not challenge the notification dated 3rd August, 1990. However, by means of the supplementary affidavit filed in the year 1994 along with an application, Petitioner has prayed for quashing of the notification dated 3rd August, 1990 and for regularization of his services.

ON examinations of the records this Court finds that the Petitioner has admittedly not been working in the employment of the Respondents since 1990 and there is little or no reason for any direction being issued for reinstatement of the Petitioner as work charge employee, after 21 years of disengagement and for his regularization of service, no relief can be granted at this belated stage.;
