(3.) The appellant had filed a claim petition before the Railway Claims Tribunal at Lucknow which was registered as case No.OC9700312 in respect of short delivery of fertilizer (Urea) for a sum of Rs.25,116/- booked under R.R. No.000681 dated 16.01.1993 from Kribhco Siding to Lakhimpur.;
