- (1.)Here is a case of an absentee who is punished with an extreme penalty of removal fromservice. It is necessary that the reviewing authority should see whether punishment of removal from service for remaining absent would be proportionate to default alleged against him. While considering the review petition, he should pass a speaking order and should also consider as to whether there is possibility of any lesser punishment or not and if so, what lesser punishment can be imposed.
