- (1.) Shri Rakesh Ganpat Shirodkar has filed a Complaint on 12 December, 2013 against MSEDCL for non -compliance of the Order passed by the Consumer Grievance Redressal Forum (CGRF), Bhandup, in Case No. 508.
(2.) The Complainants prayers are as follows: "1) MSEDCL be told to comply with CGRF order and I should not be pressurized in any way, by phone calls or otherwise, and MSEDCL should not charge me any interest on the arrears. 2) For such other and further reliefs as the nature and circumstances of the case may require"
(3.) The Complainant has submitted that: (a) He is a consumer of MSEDCL. On 10 May, 2013 he received an exorbitant electricity bill of Rs. 2,69,610/ -.Upon enquiry he was told that his consumption had not been billed since the year 2007. MSEDCL subsequently reduced the bill amount to Rs. 1,39,100/ -. (b) Aggrieved by the bill, the Complainant approached the Internal Grievance Redressal Cell (IGRC), which found in MSEDCL's favor. The Complainant approached the CGRF, Bhandup which ruled in his favor. Vide Order dated 9 October ,2013 it directed MSEDCL to revise the supplementary bill for only 24 months as per the provisions of Section 56 (2) of the Electricity Act, 2003.During the pendency of trial before IGRC and CGRF, MSEDCL served notices of disconnection on the Complainant and pressurized him to pay the bills. (c) MSEDCL did not comply with the CGRF Order and sent him a bill of Rs. 27,710/ - which also carries an interest amount of approximately Rs.2000/ - Upon enquiry he was informed that MSEDCL was planning to challenge the CGRF Order in the High Court. No clarification on the amount raised in bill was provided to the Complainant and MSEDCL has still not complied with the CGRF Order. ;
