R. Banumathi, J. - (1.) The petitioner-State is represented by Mr. Vijay Hansaria, learned senior counsel. Mr. P.S. Patwalia, learned senior counsel represents some of the respondents in SLP(C)No(s).2955-2966/2019 and SLP(C)No.2953/2019. Some of the respondents who have been served are represented by their respective counsel.
(2.) As per Office Report dated 02.03.2020, a number of respondents have not been served.
(3.) Considering the submission of Mr. Vijay Hansaria, learned counsel appearing for the petitioner-State, insofar as the unserved respondents are concerned, learned counsel for the petitioner-State to serve notice upon the unserved respondents by way of substituted service through publication in the following newspapers : (i) "Daily Aftab" Srinagar (Urdu Local Newspaper); (ii) "Amar Ujalla" Jammu (Local Newspaper in Hindi); (iii) "Greater Kashmir" Srinagar (English Local Newspaper) and (iv) "Daily Excelsior" Jammu (Local Newspaper in English) having wide circulation in the area of residence of the unserved respondents.;
