Mr. Rajiv Kumar, at the very outset states that the petitioner would not have knocked the doors of this Court by filing the instant Public Interest Litigation, once in his earlier petition W.P.(PIL) No. 3426 of 2013 having been disposed of by this Court vide order dated 10.12.2014 (Annexure2) whereby, the authority was directed to inquire into the allegations meticulously at an early date, but for the fact that since long the authority has not been able to conclude the enquiry till date. Mr. Rajiv Kumar submitted that since there was no time limit fixed by this Court, that appears to be the reason that the authority concerned is not taking it seriously. While drawing the attention of the Court to order dated 10.12.2014 passed in W.P.(PIL) No. 3426 of 2013, Mr. Rajiv Kumar stated that a threemember Enquiry Committee was constituted to look into the allegations against Dr. S.M.S. Quli, Dr. S.G. Abbas and Dr. M.S. Mallick, University Professors of Birsa Agriculture University, and whereas, the allegation against Dr. S.M.S. Quli having been found to be correct and he was demoted from the post of Associate Professor to Assistant Professor, the enquiry against the aforesaid two Professors of the University has not been brought to its logical end till date.
(2.) Mr. A. Allam, the learned Sr. counsel appearing for the University states that the information to him is that no one is coming forward before the Committee for proving the allegations. He however, fairly states that he has no objection, if specific direction is given to the authority/Committee already constituted to conclude the enquiry within a stipulated period, for which Mr. Rajiv Kumar also agrees.

Viewed thus, the petition on hand stands disposed of directing the authority/Committee already constituted to inquire into the allegations meticulously and all the exercise shall be concluded within three months from the date, copy of the order is conveyed to the authority, which shall primarily be the responsibility of the assisting counsel to Mr. A. Allam, the learned Sr. counsel appearing for the University.
