SANJAY KUMAR DWIVEDI, J. - (1.) Heard Mr. Ashok Kumar Jha, learned counsel for the petitioner, Mr. Karan Shahdeo, learned counsel for the respondent-State and Mr. Mrinal Kanti Roy, learned counsel for respondent nos. 3, 4 and 5.
(2.) This writ petition has been heard through Video Conferencing in view of the guidelines of the High Court taking into account the situation arising due to COVID-19 pandemic. None of the parties have complained about any technical snag of audio-video and with their consent this matter has been heard on merit.
(3.) The petitioner has preferred this writ petition for quashing the order dated 18.02.2019, whereby, sum of Rs.4,93,288/- has been directed to be recovered from the petitioner from the amount of leave encashment due to the petitioner.;
