JUDGEMENT

Gita Mittal, j. - (1.)By this application, the applicant has prayed for leave to serve the respondents by the substituted mode. It is pointed out that the respondents have been arrayed at the addresses which they disclosed as petitioners in the writ petitions. However, despite best efforts, their service have not been effected at these addresses. The applicant has stated that it has no more mode of getting better particulars of the petitioners.
(2.)In view of the above, it is directed as follows:
(i) Subject to the applicant's taking steps, the applicant is permitted to serve the respondents by publication of notices in English daily 'State Times' and Hindi daily 'Amar Ujala' having wide circulation in the Union Territories of Jammu and Kashmir and Ladakh.

(3.)In addition, subject to the applicant's taking steps, notices on the respondents shall be served through counsels who have represented them in the writ petitions.
