(1.)The instant application has been filed by the applicants, seeking extension of time for affixing the stamp papers and the requisite court fee with the writ petition.
(2.)On the set of facts and the grounds urged, coupled with submission made, the instant application is allowed and the applicant is permitted to file the writ petition without enclosing therewith the requisite Stamp Paper, Court fee, etc. It is, however, directed that the said deficiency shall be immediately made good by the applicant/petitioner, as and when the prevailing lockdown period, announced by the Government on account of outbreak of COVID-19 Pandemic, comes to an end and the Courts start functioning in the normal manner. CM accordingly disposed of.
(3.)By the present writ petition, the petitioners have assailed the validity of Government Order No. 243 PW (R&B) dated 28th of August, 2020, as also Government order No. 244 PW (R&B) dated 28th of August, 2020, for short impugned orders, in terms whereof, it has been held that the petitioner's name can't be incorporated in the final seniority list of degree holder Junior Engineers and his promotion as I/C AEE on the basis of degrees obtained from Vinayaka Mission Research Foundation University is being found devoid of any merit and therefore, rejected and the petitioner has been placed as I/C Assistant Executive Engineer (Civil) Degree/Diploma in his own pay and grade.
