JUDGEMENT

(1.) The father of petitioner died on 29.12.1998. At that time the petitioner was minor. On reaching the age of majority, he made an application on compassionate grounds.

(2.) Having heard the learned counsel for the petitioner, we are of the considered opinion that no relief can be granted to the petitioner at this belated stage, in view of the law laid down by the Supreme Court in the case of Umesh Nagpal Vs. State of Haryana, 1994(3) SCT 174 wherein it has been held as under:-
