(2.) LEARNED counsel for the petitioner has claimed that he is senior most in his parent cadre as well as in Indian Reserve Battalion. He has also submitted that persons junior to him in the parent cadre have been promoted on the next post of Assistant Sub Inspector, whereas he has been continuing as Head Constable.
