JUDGEMENT

M.V.MURALIDARAN,J. - (1.) That on 13.10.2018 at about 4.00 p.m., some person in civil dress suspected to be the personnel of Vigilance and Anti-Corruption Department, Manipur came to the house of the Petitioner informing that they are coming for arresting the Petitioner. However, he was not arrested by the personnel of Vigilance and Anti-Corruption Department, Manipur since he was in the Jawaharlal Nehru Institution of Medical Sciences and Hospital, Porompat for his treatment.
(2.) The petitioner is going to be retired next year from his service and also his elder daughter is going to be married on 14.11.2018 and as such his presence is very much necessary at the time of marriage of his daughter.
(3.) The petitioner came to know that a criminal case has been registered against the Petitioner and 5 others and to that effect a letter dated 09.10.2018 was sent by the S.P. Vigilance and Anti-Corruption Department Manipur to the Director, Fisheries. The duty of the Petitioner is that when a bill is prepared by the Dealing Assistant, the same is to be routed through the Section Officer concerned and thereafter, the bill is to be routed through the Petitioner. After checking the bill, the said bill is to be forwarded to the DDO concerned and thereafter, after verification by the DDO, the cheque is to be issued by the DDO/Director to the concerned parties.;
