JUDGEMENT

(1.) Heard Shri A.K. Misra, assisted by Smt. Pallavi for the petitioner and learned Standing counsel for the respondents. Shri Ravi Kiran Jain, learned Senior Advocate assisted by Ms. Deeba Siddiqui has appeared for respondent Nos. 3 to 5.

(2.) An impleadment application has been filed on behalf of Shri Brij Mohan Gupta by Shri Saurabh Raj Srivastava, who has also been heard.

(3.) Counter and rejoinder-affidavits have been exchanged between the contesting parties and with the consent of Learned Counsel for the parties the writ petition is being finally decided.
