(1.) KEWAL Singh, appellant had electric connection bearing account No. MN -1224 in his workshop. Before installing the electric connection, Teja Singh, J.E. had demanded Rs. 2,000 which was paid to him. Thereafter the J.E. demanded more money but the appellant refused to give it on the plea that he was a poor person. Teja Singh threatened him of dire consequences and a false case of theft of electricity was made out against him. The demand of Rs. 6,000 was raised. The appellant deposited a sum of Rs. 3,000 against this demand.
(2.) IT was further pleaded that on 6.8.2002 again demand of Rs. 13,113 was made from the appellant on the plea that he was committing theft of electric energy.

ALLEGING deficiency in service on the part of respondents, the appellant filed a complaint in the learned District Consumer Disputes Redressal Forum, Muktsar (in short the District Forum ) for the recovery of Rs. 3,000 and for refund of the amount of Rs. 2,000 charged by Teja Singh illegally. Rs. 50,000 as compensation and costs were also prayed.
Respondent Nos. 1 -3 and respondent Nos. 5 -6 filed the joint written statement. It was admitted that the appellant was resident of the Village where he was running his workshop. The electric connection was released to him on 18.7.2002 bearing account No. MN -1224. This electric connection was disconnected because of non -payment of Rs. 16,113 vide notice dated 9.8.2002.;
