(1.) The petitioner claims to be the President of "Aanaiyur Village Kanmai and Neervarathu Kaalvai Aayakattuthararkal Vivasaya Sangam and
Nerinai Payanpatuthuvor Sangam" and admittedly, it is an unregistered body.
(2.) According to the petitioner, there are totally 18 Ayacutdars residing permanently in Aanaiyur village and the petitioner claims to be one of the
Ayacutdars. The petitioner would further state that as per G.O.(Ms) No.58,
Public Works (W2) Department, dated 13.06.2019, majority of the Ayacutdars
and Patta holders can jointly approach the concerned District Collector for
allocation of renovation work to be done in the water bodies of the concerned
(3.) According to the petitioner, one T.M.Bommathevan, claiming to be the President of "Aanaiyur Kanmai Varathu Vaikal Pasana Vivasayigal
Sangam", which is also an unregistered body, is trying themselves to get
registered under the provisions of the Tamil Nadu Farmers' Management of
Irrigation Systems Act, 2000 and the Rules framed thereunder, to get the work
relating to renovation/de-silting water bodies/waterways and the sixth
respondent is also actively helping him. The petitioner, in this regard, has
submitted a representation to the fourth respondent and also a detailed
representation to the Honourable Chief Minister of Tamil Nadu with copies
marked to the respondents. Despite receipt and acknowledgment, no response
is forthcoming and the rival association is trying to get registration for the
purpose of de-silting/renovation work and hence, prays for appropriate orders.;
