JUDGEMENT

P.R.RAMACHANDRA MENON,J. - (1.) Respondents in O.A.585 of 2017 are before this Court, being aggrieved of Ext.P3 verdict passed by the Tribunal, whereby Annexure A1 order putting the respondent off the duty has been interdicted for non-compliance of the mandate of Rule 12(2) of the Department of Posts GDS (Conduct and Employment) Rules, 2011.
(2.) Heard the learned Standing Counsel for the petitioners as well as the learned counsel, who entered appearance on behalf of the respondent.
(3.) The gist of the factual matrix is that the respondent herein was working as 'GDSMD' (Gramin Dak Sevak-Mail Deliverer) in the Meempara Branch Post Office. While so, some delinquent actions were noted against him, in so far as 213 unregistered letters and 34 accountable articles were found with the applicant, undelivered. It is stated that, pursuant to the above instance, he was put off duty by the Inspector of Post Offices on 07.04.2016 and Annexure A4 charge memo was issued on 13.01.2017, which according to the respondent, reflects the instances of only two unregistered articles and two registered articles.;
