JUDGEMENT

- (1.) Despite final opportunity granted on 7.5.2007 no counter has been filed.
(2.) The challenge in this writ petition is to a demand for composition charges raised by the Delhi Development Authority ('DDA') on the petitioner by a letter dated nil (received by the Petitioner on 24.2.2007) in respect of Plot No.37, B-II Mohan Cooperative Industrial Estate, New Delhi ('the plot'). The Petitioner has been asked to pay composition charges in the sum of Rs. 22,95,924.70 within a period of 15 days and, subject to such payment, that has been granted extension of time till 31.12.2007. for constructing a building on the plot.
(3.) At the very first hearing of this matter, counsel for the Petitioner drew the attention of this Court to orders passed in similar cases. In particular, he referred to the Order dated 23.4.2003 in Civil Writ Petition No. 2668 of 2003 (Smt. Harbans Kaur v. DDA) and Order dated 2.8.2005 in Civil Writ Petition No. 8457/2006 (Rakesh Gupta v. DDA).;
